Goals of Hope Agency
Hope Agency aims to improve the lives of disadvantaged Cambodian people, especially women and children. The specific goals include:
• providing children with access to education, a stable home environment , adequate nourishment and health care;
• freeing children from exploitation in work environments and throughout their lives;
• giving children the opportunity to enjoy and appreciate their childhoods;
• educating the participating communities and encouraging them to support their children’s educations;
• creating educational and employment opportunities for illiterate, unemployed women so that they can pursue meaningful careers like teaching English or working with textiles;
• improving the social-economic status of disadvantaged rural communities in Cambodia through integrative rehabilitation programs and providing them with skills, such as modern farming techniques, poultry husbandry and vegetable growing in order to help develop self-sufficient, sustainable communities;
• improving the general quality of life through nutritional and social education, teaching families and the community to live sustainably, respectfully and equally;
• breaking the cycle of poverty by increasing standards of living through education and skills training;
• eliminating child labor in the community through education and training skills.

APPLICATION ORGANIZATION
Organizational Objectives: Hope Agency is committed to protecting the under-privileged Cambodian children by providing the basic human rights of education, a stable environment, healthcare and training skills. Hope Agency therefore seeks to improve the social-economic status of disadvantaged rural communities in Cambodia through integrative social-economic rehabilitation programs and the creation of educational and employment opportunities, in order to build a strong community for a better sustainable future.
Hope Agency strives to create a bright and better future for under-privileged Cambodian children. Hope Agency is a registered non-profit organization founded in August 2010 by Mr. Jason HAN after his long career working with various orphanages, and local and international organizations in Cambodia. Mr. Jason founded Hope Agency with a group of volunteers from other local and international organizations. Hope Agency was given approval by the Royal Government of Cambodia to organize and facilitate activities in line with its mission, vision and goals.
To start up the project, two hectares of land was purchased for the project and a pond was dug for the water supply at and around the center. Mr. Jason built an open – air classroom for 50 children ages 6 – 14 years old in Bak Kod village in 2010. Children have attended preschool and English classes. As the number of children increase, Mr. Jason built another building with two rooms in December 2010. Recently, there are 112 children age 5 – 16 years old attending school at Hope Agency. 112 children are being educated and provided with education supplies.
From early 2011, a Volunteer Program has been set up for local and overseas opportunities as well as the internship for university students. Hope Agency has hosted several volunteers from England, Holland, Germany, United States of America and Canada. Volunteers help by teaching children in English classes, art, healthcare, help out with projects and visit community children as well as orphans and homeless children living around communities and the towns of Takeo province.
Hope Agency has been asked by the Government Officials (District Governor of Tramkak) to set up an Orphanage Center for those unprivileged children. Mr. Jason has had conversations with the Governor of District to find possible ways to bring those orphans, homeless and street children to live as well as access a stable environment, education and health care which gives each of the children the warm care of a being in a family.

PROJECTED RATIONALE
After the Pol Pot genocide that eliminated almost all of the professionals and educators in the nation, the subsequent two decade long war and persistent political unrest, the citizens of Takeo province have endured some of the greatest hardships. Landmines covered most of the arable lands in Cambodia during the war and for this reason Takeo province remains largely undeveloped. An excessive number of injuries are caused by landmines but the most underlying cause of poverty is the lack of functioning educational facilities and economic opportunities caused by the obliteration of the most basic institutions and facilities necessary to sustain a community.
An estimated 75% of the families in this district live in poverty and are forced to seek desperate means of supporting themselves, which all too often takes the form of sending their children out onto the streets to earn an income. It is very difficult for these rural, often illiterate families to improve their standards of living without education or public infrastructure. International aid is often mismanaged because of the rampant corruption that dominates the Cambodia’s local and national governments. Therefore, the cycle of dire poverty continues unabated.
Children selected for this project are currently working in the following jobs:
• Homeless children are begging on the street, at gas stations, the towns of Ang Tasom and Takeo, carrying water from the village center to the market for selling, working as the labor to carry vegetables or goods in order manage for daily meals, sifting through garbage heaps for recyclables which puts them at high risk of contracting infections from being submerged in waste.
• Orphaned children in the community are currently doing strenuous agricultural work and other miscellaneous jobs around the community such as climbing up trees to cut fruit (coconut tree), working on the farm, selling goods at bus or train stations, driving ox-carts, looking after community’s children, digging pond these are extremely physically exhausting jobs.
• Homeless orphaned girls are very easy to get exploited that lures them to the prostitution. Sometimes they are transported to the city looking for a job. They some time work as domestic house keeper and working in the factory that they are not given access to the basic of human rights.
All of the children are also suffering from the absence of one or both parents, inadequate nutrition, and lack of access to education and healthcare, abuse in many cases, and many children have families that have been decimated by HIV/AIDS. With these hardships, the children had not been given the opportunity to gat an education.
Mr. Jason, Director, has worked for various orphanages as an English teacher teaching around 100 orphans at an orphanage in Phnom Penh. He taught children ages 6 – 18 years old in English classes, healthcare, physical education, morality as well as discipline. He worked and lived with those children for three years from 2002 - 2005. After working as an English Teacher in Phnom Penh, Mr. Jason worked for an orphanage in Kampong Spue province as Project Manager of Orphanage Center, Non formal Education in community and Food Security Project Manager of Udong district, Kampong Speu province, Cambodia. Mr. Jason was in charge of 12 staff and 75 children at orphanage, 12 kindergarten schools and about 500 children in community and Food Security Project for around 1,500 poor families to improve as well as to generate the income of the families by supporting them with agricultural training as well as animal husbandry, raising animal, household home garden, and nutrition program to the families burdened many children especially children aged under five years old.
For the last four years, Mr. Jason has worked for the International IB World School, working as Physical Education Teacher. Children are internationally educated in caring for the international environment. English is the instruction language. Mr. Jason teaches Physical Education from grade 6 to 10 in the international sport environments. He also supervises students during break time and hosts home games of volleyball, basketball and soccer. International School of Phnom Penh (ISPP) cooperates with other international schools along Mekong River. It is called Mekong River International Schools Association (MRISA). MRISA exchanges sports by setting up tournaments of Volleyball, Basketball and Soccer. Mr. Jason has organized hosts for students participating in the tournaments. MRISA also has Cultural Exchange for students and students from other International Schools along Mekong River.

After his long career for the various jobs, Mr. Jason explores the idea to set up center for unprivileged children in rural Cambodia. Our priority goal is to set up an orphanage center to be a home for these most vulnerable kids as well as a place where they can have access to education, shelter, healthcare, warm care and daily nutritious meals. In short, we want to give each one of the children hope.

We have witnessed the motivation, dedication and hard work of Cambodian children. They crave education. They recognize the value of education. They are bright. They care for each other.

PROJECTED SUMMARY
Goals of the Project
• The aim is to set up the Orphanage Center for protecting Cambodian’s most vulnerable children from hazardous child labor and exploitation in the target community by providing shelter, nourishment, education, training and healthcare to the orphaned children who are currently doing strenuous agricultural work and other miscellaneous jobs around the community. Homeless children are begging on the street, at markets, gas stations and other physically exhausted jobs (some of whom have families that have been decimated by HIV/AIDS).

• Reduce the cycle of poverty by empowering the children through access to education and subsequent sustainable employment opportunities.

Projected Objectives
• Selected orphaned children will meet the basic human rights of education, stable home environment, healthcare, and vocational trainings
• These vulnerable children will be technically and financially supported to continue their studies after they complete high school
• Children will be able to communicate with local and global citizen
• Children will be employed the specific skill after they complete school such as accountant, teacher, computer science etc…
• Children will reach their human potential by celebrating with their academia
• Children are able to access life skills as well as vocational trainings throughout daily learning at the Center
• Children will have warm care as they belong to the family at the Center they will also learn how to respect oneself and others

Target group:
Direct beneficiaries include 45 orphaned children aged 2 -14, 26 boys and 19 girls, in the rural areas of Tramkak district, Takeo province, kingdom of Cambodia.

Project period:
The project will be started after two weeks after fund approved. Hope Agency plans to implement the project in the community for as long as there is a need.

Total amount requested: USD 61,409 for running cost for the first year. This include-

• USD 11,359 to build Girls’ Dormitory
• USD 3,800 for Project Indirect Cost per year

IMPLEMENTING METHODS
Hope Agency has a close relationship with relevant authorities such as Ministry of Social and Welfare and Ministry of Education, Youth and Sport. Hope Agency staff has received Teacher Training Course from the District of Education, Youth and Sport. Hope Agency has shared the experiences and skills with Department of Education. We also have reported disadvantaged and orphaned children who are currently doing strenuous agricultural work and other miscellaneous jobs around the community and homeless and street children are currently begging on the street, at markets, gas stations and some other work as other physically exhausted jobs to the Ministry of Social and Welfare. Hope Agency also registered in the Ministry of Social and Welfare to set up an Orphanage Center for Elimination of Child Labor and Exploitation (OCECLE). It is a stable environment where unprivileged children are able to access the basic human rights of education, shelters, healthcare and a warm caring family. Every child attends school and we are working toward reporting every month to the Provincial Social and Welfare about how they are educated, fed and provided supplies.
Hope Agency is also registered in Department of Taxation. Department of Taxation sends their staff every month to check as well follow up how we financial and run the Center. This is to secure that the funds go directly to the project. Hope Agency has a good relationship with authorities at all levels.
Hope Agency conducts Professional Development (PD) for every staff for three days every two months. This involves Admin, Accounting, Teacher Training, and other Maintenance Staff.
Under Mr. Jason’s direction, Hope Agency is a place for those unprivileged Cambodian children to continue their education, provides daily meals and gives each child a warm care with healing our hearts.

PROJECTED ACTIVITIES
Hope Agency aims to intercept the vicious cycle of poverty and exploitation at the crucial root of the problem: lack of education and resources for the most vulnerable people. To accomplish this, the Orphanage Center for the Elimination of Child Labor and Exploitation (OCECLE) is a pilot project that will build and run as a center for orphaned children to live and learn until they complete school. This center will free children from having to work dangerous, arduous jobs and will provide them with a safe and comfortable home environment where they will be fed, clothed, given access to healthcare, and provided with kindergarten, primary, high school, and non-formal education (i.e. training in building & construction, sewing, agriculture, mechanic etc). The children will also receive training in health, nutrition and basic morals and values (such as respect for oneself and others, cooperation, discipline, etc.). Once they complete school; the children will be assisted (technically and financially) in securing sustainable jobs or further continuing their education.
Hope Agency has formed a strong and respectful relationship with all the villagers and authorities that it has been assisting for the past year, providing an open forum for raising awareness on delicate matters such as HIV/AIDS. Hope Agency will additionally conduct regular Human Rights workshops in which it will encourage the families of the children, and community members to join in learning about the value of education, alternatives to child labor, the importance of non-violence, and community solidarity and development. Education campaigns will be integrated with the workshops that will target both men and women in the communities.


ANIMAL HUSBANDRY
In order to help the running costs for the Orphanage Center, we intend to create the Raising Animal Project to help generate the income for supplied needs such as education supplies, build toilets or bathrooms, a library and maintenance costs. The Raising Animal Project is not only to raise the income to help the running costs but it can also be a life skill for children to learn how to do animal husbandry and raising animals. The following are the ideas of how to do The Raising Cow Project:

Animal Husbandry is the main business for Cambodian people living in the rural areas and it would be a capital business for people who own a couple hectares of land. People are then able to make an income to support a living condition of families’ need such as education supplies, clothes, maintenance costs and daily expenses. Hope Agency intends to create the Animal Husbandry Project at the Center which can be applied to support Hope Agency Center (HAC). Hope Agency is located on the hill which is suitable for feeding animals such as cows. Paths are connected to the other public roads. The pond was dug in 2010 for the water supply in and around the center. Grass and trees are growing all year round. It is believed that raising these animals will generate enough money to run the Center after two years of starting the project.

The Raising Cow Project
The Raising Cow project is the gift that would keep on supporting the school to pay for supplies and other essential needs. The basic idea is that by raising cows, which are easy to care for the outcome is that the asset grows. In Cambodia, cows are essential for farming. People use cows to plow the fields, pull oxcarts and use dung for dirt/fertilizer and gas biomass for cooking and light. Because of the poverty in Cambodia, quite often, the cow is the family’s most valuable asset as well. A good female cow would cost approximately $300 in Cambodia.


Why we started “The Raising Cow Project”
Cows can be bought and traded easily in the rural agriculture based economic. When an emergency arises, the cow is the asset to help the family. For example when a member of the family got into a traffic accident and was unconscious, the doctor refused the treatment because he was afraid the victim was not able to pay for the treatment as he is a poor farmer. His family says that they have a cow that would be able to pay for the treatment so the doctor accepted the cow as payment.
Supplied needs in the Center: When children attend middle school or high school which means they have to move school. So a cow can be a lot of benefit to pay for the children’s needs and expenses for school and supplies such as purchasing transport, school fees, clothing allowance, education supplies, and we are able sell cows to further the project such as to build a library, toilets/bathrooms or help with the maintenance costs etc.
The area around Hope Agency is on up hill and it is quite suitable for grass growing all year round. Hope Agency has two hectares (20,000m2) of land for growing grass. We have imported grass contents with high protein that is perfect for cow’s food. Two hectares of land can feed at least 20 cows at the same time. The Cow Project is a good way to help run the Hope Agency. We will generate income of around four to six thousand dollars every year, two years after the project has started.
PROJECTED PLANs
Our plan for the Orphanage Center for the Elimination of Child Labor and Exploitation is ambitious. A brief plan outline of the initial phase follows:

➢ Raise a minimum of USD 61,409
With this amount we can initiate the first action steps for starting up the Orphanage Center for the Elimination of Child Labor and Exploitation. The first year will be the most expensive due to initial start-up costs.
Projected start date: January 1, 2012

➢ Meet with authorities
We will meet with the village, commune chief, district and provincial governor to identify documentation of the real orphaned children who will be brought to live at orphanage.

➢ Build Boys and Girls’ Dormitory
Dormitory will provide a safe environment for each child by separating genders, protecting from social environment issues. It will meet their basic need of human rights, with closed-in storage cabinets, basic furnishings and personal belongings. This structure will also serve as the facility to prepare self-study room.

Children will be provided daily meals, breakfast, lunch and dinner at the Center. This will provide nutrition and healthcare to the children living in the Center.

We will hire staff, English Teacher, Admin, Cook, Caregivers and Nurse to take care, teach and educate children at the Center. This will provide the warm care as the family. Children will be technically employed while they live at the Center with good morality, global responsibility, caring for each other such as respect for oneself and others.

PROJECTED BUDGET
Boys and girls’ dorms are separated by gender as well as the privacy. The building will be built on the same site at 8 meters width x 16 meters length. Boys’ bathroom will be built outside the dormitory, and the girl’s bathroom and toilet will be built inside the dorm. Below are the lists of the costs to build boys and girls’ dormitory. All of Hope Agency’s income is managed by an accountant at Hope Agency and signed for by the executive director in Cambodia on behalf of Hope Agency. All financial decisions must be passed and accepted by the Committee Director. A total of 5% of the running cost can be kept by the accountant for any essential case and must that be approved by the Committee Director if any amount is used. Every withdrawal of financial running cost must be approved and signed by the Director and Accountant.

Mr. Jason graduated Bachelor’s Degree in Art, Humanity and Linguistic from the University of Cambodia. Since 2002 to present, Mr. Jason has worked for other national and international non profit organizations in Cambodia:
English Teacher 2002 – 2005
Worked as a teacher of English at Palm Tree Orphanage in Phnom Penh, there were about 100 orphaned children living in orphanage. Mr. Jason taught children how to read and write and basic skills and taught them throughout the school curriculum that was approved by the admin team and board committee. The children he taught were aged 8 – 18 years old from the levels of beginner to advanced.
Project Coordinator and Manager 2005 - 2007
Assistance to Poor Children Agency (APCA) which is a local NGO based in Udong district, Kampong province. Mr. Jason was in charge of 12 staff and 75 orphans at orphanage, 12 kindergarten schools in community within 500 kindergarten school students. Mr. Jason also worked as Food Security Project Manager. His duties were to supervise as well as manage staff on the field, taught poor families in Udong district how to improve the household poultry producers, animal husbandry, village model farm (VMF), nutritional program for families’ burdened children under five years old. Through his job, Mr. Jason understands the needs and how to support unprivileged Cambodian people especially those who are in the rural areas of Cambodia.
Physical Education Teacher 2007 - 2010
International School of Phnom Penh is the first IB World School in Cambodia and it is formed as a non profit organization. There are around 45 nationalities of students from around the world. Mr. Jason taught Physical Education (PE) from grade 6 to 10. The sport that Mr. Jason taught is the international sport program. The language instruction is English. Mr. Jason also organized after school training sport programs such as volleyball, basketball, soccer ball and host the Mekong River International Schools Association (MRISA) from Thailand, Vietnam and Loa.
Founder/Director at Hope Agency 2010 – Present
Hope Agency is a nonprofit organization, which was approved by the Royal Government of Cambodia in August 2010. Mr. Jason founded Hope Agency with a group of people who are from other nonprofit organizations. Mr. Jason has set up the Hope Agency by writing the application and code of conduct to the Royal Government of Cambodia for approval and Hope Agency is involved by a group of volunteers from oversea as well.
Hope Agency is working to support unprivileged Cambodian children and people in rural communities by providing education, stable home environment, nourishment, health care and life skills.

Mr. Som Sarun (Vice Director & Project Manager) Age: May 15th 1955
He is in charge of project activities for the Family Food Production, Orphanage Center and Non-Formal Education. Mr. Som Sarun worked for the Royal Government of Cambodia (RGC) as the Head of Economic Bureau of Takeo province from 1980 – 1990. From 1990 – 2000 he worked in the Department of Integrated Agriculture of Takeo province. Since 2000 until present, he has worked with national and international organizations in Cambodia as Agricultural Program Officer, Orphanage Program Coordinator. At present, he is Vice Director of Hope Agency Organization.

Mr. Sun Socheat Age: June 1st 1962
He is in charge of Human Resources and he is also an English Teacher. He has been working for non-political and non-profit NGOs for around 10 years. In recent years, he has been working as a teacher and in Human Resources at the orphanage in Phnom Penh. He graduated Master Degree of Master of Business Administration from Asia Euro University in Cambodia. Mr. Sun Socheat has a major, and is involved in Agriculture and Orphanage Center and Non Formal Education Project to help as well as educate unprivileged children to become employed and especially for better living conditions of poor family’s burdened with many children. He maintains very good skills. At present, Mr. Sun Socheat is one of the Hope Agency Board Committee.

Mr. Hin Sokhanara Age: June 6th 1960
He has worked around 17 years for Royal Government of Cambodia in Department of Development of Rural Areas in Takeo province. He has facilitated and helped rural people in Takeo province learn about drinking clean water, without the arsenic element from well pumps. He also has trained the Village Improvement Program in how to raise animals, animal husbandry, and growing vegetables at home garden to improve the lives of poor families in the rural areas of Takeo province. He maintains very good skills and experiences with his job. In the last two years, he's been working for the International Monetary Fund that cooperates with Royal Government of Cambodia in teaching people in the rural areas about nutritional education and healthcare. Recently, he works for Hope Agency as the Administrator and Project Advisor.

Ms. Hong Lida Age: March 25th 1976
She is Secretary to Director and Accountant for Hope Agency Organization. Ms. Hong Lida has worked for NGOs for the last 10 years. She gained a lot of experience with teaching in classrooms and on the fields. She has also, however, worked as secretary and accountant for various organizations in Phnom Penh.

Hope Agency intends to create a strong, better functioning community by empowering its children to become self-reliant members of the community who can participate in community meetings and assist in community development. Ultimately, it is hoped that Hope Agency will set a precedent concerning the value of education in the community by serving as a model of the direct relationship between increasing education and decreasing child labor and abuse, increasing quality of living, and increasing sustainable employment opportunities. Hope Agency intends to expand to accommodate all of the children in need of its services in Cambodia.

Hope Agency is on a mission. We know that education is the unique foundation for the future lives of our children and answer to many global struggles with health care, the environment and the economy. Education can bring brightness to the destiny of our children on the planet.
We have many goals to repair the damage of war in Cambodia. We still need to go to assist and support these vulnerable children that need your assistance and support. Every single gift and donation can make a change.
